Clark Avenue / Village Parkway was repaved in 2019 without making the improvements designed in the 2014 bike plan, purportedly because the Alamo canal bridge isn't finished and outreach wasn't done.
What level of outreach is required outside this plan, especially if projects are "win-win"? How can we ensure that follow-up outreach, when required, is complete before repaving opportunities present themselves? How can we better maximize our opportunities to complete the plan faster and save money?
