I am an avid recreational cyclist here in Dublin, having logged over 13,000 miles over the last 8 years both here and in New York City. Overall, I think the Dublin network is well connected, well thought out, and always improving with one problem that has been persistent for as long as I have ridden here, that being the condition of the bike lanes in regards to debris. Specifically, here are several areas that have ongoing issues with poor road conditions due to debris:
-Gleeson Drive: This entire stretch between Tassajara and Arnold, especially across from Emerald Glen Park, is always a mess of tree branches, rocks, and 'in-progress' road repairs (I say this facetiously as some have been there for years). I have never seen a street sweeper go through this area despite it being on the street sweeping schedule, or if it has it does not include the bike lane and/or sweeps all debris into the bike lane.
-The Iron Horse Trail between Dublin Boulevard and Dougherty Road has been an absolute mess for the last 2 years with the construction of the new 'Boulevard' neighborhood. Dirt, rocks, nails, screws, wood remnants, metal scraps, and broken pipe pieces are a constant presence. Was the builder mandated to clean up when working in the adjoining area as part of the approval of their project? If not, can they be mandated to do so now? On a side note, the proposed Dublin Blvd overhead walkway planned near here will be a great addition!
-The overpasses, although not technically designated as bike lanes, are also a constant mess of debris. I realize these areas are harder to coordinate as they adjoin neighboring cities but a periodic cleanup would go a long way. Of specific note, the overpass on Fallon Road from the area of the Livermore outlets has a full layer of rock in the shoulder, necessitating riding a bike out in the traffic lane. This comes from the many rock trucks working on El Charro Road that cross the overpass to get on the freeway (W/B) and has literally been there as long as I have been riding. Also, as you descend into Dublin directly across from BJ's Restaurant, not only does some of this same rock debris get spread further in Dublin, but there is (inexplicably) a single white plastic traffic stanchion directly in the middle of the shoulder (again no designated bike lane here yet) that does not appear to serve any purpose whatsoever.
Overall, I would grade the Dublin network with a solid 'B' grade, dragged down only by these ongoing maintenance issues.
